我国房地产市场调控的难点与对策

摘要:文章将国际上房地产发展归纳为四种模式,探讨了我国近三十年来房价波动问题及房价波动对我国社会经济的危害,分析了房地产市场调控的难点,提出房地产调控应重点做好两方面的工作,一是做到两个协同,即部门之间的协同以及中央与地方的协同,二是房地产调控政策的组合使用。文章最后提出了住房政策和市场调控研究专业委员会在当前形势下的自身定位。

China's Real Estate Market Regulation Issues and Strategies

Abstract: This paper summarizes the international real estate development in four models, discusses the problem of house price fluctuations in thirty years and its harm on our social and economic, analyzes the issues in the real estate market regulation, proposes the two focus tasks of regulation of real estate, one is to do two synergies, including synergies between departments and central and local coordination, the second is the combination of real estate control policies. Finally, the paper proposes a positioning of Professional Committee for Housing Policy and Market Regulation Study itself to face such a situation.

 

第五届世界城市论坛参会札记

摘要:由联合国人居署主办的第五届世界城市论坛于2010年3月22日至26日在巴西里约热内卢市召开。中国住房与城乡建设部组团参加了这两年一度的城市盛会。文章介绍了世界城市论坛的发展简况,本届论坛的主题、举办过程、核心的对话会议和论坛花絮。最后,对这届论坛的发展变化与取得的成果作出相应评价。

Essay of Attending the Fifth Session of the World Urban Forum

Abstract: The Fifth Session of the World Urban Forum (WUF) was held in Rio de Janeiro by the UN-Habitat, from 22 to 26 March 2010. The Ministry of Housing and Urban-Rural Development sent its delegation to participate the biennial urban event. The paper introduced the brief history of WUF, and the WUF’s theme, program, main dialogue meeting and interesting features. Finally, comment and evaluation was made for the Forum and its achievements.

 

城市发展需要高度重视弘扬中华文化

摘要:文章对中华文化的内涵,按表、里、中间三个层次,进行了细分。并对其最基本核心内容,进行了较深入的分析,其核心从以民为本,民情民心为核心的最新发展进程,提升为以人为本。文章强调结合各城市具体的天时地利人和条件,弘扬各自的城市形象气质特色,并以京派、海派、岭南派等予以简单剖析。

Urban Development Requires Attention to Promoting the Chinese Culture

Abstract: The paper subdivides the connotation of the Chinese culture according to three levels, and analyzes its minimum core content. The core is upgrading to people-oriented from masses-oriented. The paper emphasizes the combination of favorable factors and specific conditions of each city to promote the city image quality, and carries out a simple analysis of Beijing, Shanghai, Lingnan and so on.

 

中外低碳城市建设案例比较研究

摘要】在应对全球气候变化的过程中,低碳城市建设可能起到至关重要的作用。近年来国内外涌现出众多低碳城市建设案例,其中的先进经验亟待剖析和总结。基于对国内外低碳城市建设案例的梳理和概述,针对其发展模式、实践要点、空间发展策略以及相关保障措施等多个维度对中外低碳城市建设案例进行横向比较研究,最后总结出国内外案例城市在以上几个方面的异同并对国内低碳城市建设未来发展方向进行展望。

Comparative Cases Studies on Low-carbon Urban City Development

Abstract】 The low-carbon urban development be essential to respond efficiently to the global climate change. Meanwhile ,its features could be derived through the analyses and summarizations from the low-carbon city development cases both in China and abroad .This paper gives an overview of such cases; makes comparisons among them in terms of their development patterns, crucial methods in practice, spatial development strategies and safeguard measures ; and further brings forward feasible suggestion on low-carbon city development in China in the future.

 

中国城市低碳交通建设的现状与途径分析

摘要】提出并阐述了城市低碳交通概念及其内涵,分析了2000年以来中国城市交通能源消耗与碳排放的状况,分析表明:中国城市交通能源消耗和CO2排放总量增加迅速,公共交通是各类机动交通工具中碳排放强度最低的,中国城市低碳交通建设面临着公共交通发展速度滞后、居民出行结构的非机动化程度大幅降低、缺乏有效的需求管理、节能减排意识淡薄、城市交通管理体制与城市低碳交通建设不相适应等主要问题。基于现状分析,提出了中国城市低碳交通建设的三大战略方向和五项主要措施。

Analysis on the Status and Development Path of the China's Urban Low-carbon Transport

Abstract】The paper elaborates the urban low-carbon transport from the aspects of definition and connotation, and analyzes the situation of carbon emission and energy consumption of the China's urban low-carbon transport form 2000 to now, the results indicate:rapid growth of energy consumption and CO2 emissions of the China's urban transport, and the carbon emission intensity of the public transport being the lowest in motorized transport, and major problems of development of the China's urban low-carbon transport being summarized: lag of the development of the public transport, chang of the citizen travel structure, diminution of non-motorized transport, lack of effective demand management and awareness of energy-saving and carbon emission reduction,and urban traffic management system being unsuitable to China's urban low-carbon transport construction. On this basis above, three strategic directions and four main measures of China's low-carbon transport construction are proposed.
