从政策过程视角论新时期我国城乡规划管理体系的构成

摘要：在我国社会经济转型的大趋势下，城市规划向公共政策转型是历史发展进程中的必然。为实现这一历史性的转型，除了转变观念、提高认识外，在实践领域，需要改革城乡规划管理体系。论文结合我国的现实情况，根据城市规划在今后城乡发展过程所应扮演的角色，认为新时期城乡规划管理工作应包括“决策性”、“技术性”、“程序性”和“反馈性”四部分，并就各部分内容的作用、表现以及彼此之间的关系做出说明。此外，论文还对改造规划管理的组织结构和工作流程来体现四部分工作内容的策略方法提出了思考。希望对今后规划管理工作的改革提供参考和启发。

Abstract: Public policy oriented urban planning is a necessary trend in the transition of contemporary China’s society and economy. To achieve this purpose, urban-rural planning system will need to be adjusted accordingly. This article reviews the practical situations in China and observes that the job elements of urban-rural planning in this new phase of history should include at least four parts: decision, technology, procedure, and feedback. These four parts of the job elements, their substance, expression, relationships, and strategies for achieving the transformation of organizational structure and work process to embrace these job elements are then discussed.

“十二五”时期统筹推进城乡一体化的路径思考

【摘要】“十二五”将是中国城乡一体化取得历史性突破的关键时期，要顺应城乡经济社会发展关联度显著增强的新形势，必须积极推进农村改革与城市改革实现由脱节走向互动，构建新型工农、城乡关系。这是统筹城乡发展的关键切入点，也是加快形成城乡经济社会发展一体化新格局的重要突破口。为此，要在系统把握城乡改革联动内涵的基础上，做好改革顶层设计和总体规划，着力打破农村改革对正式制度变迁的路径依赖，积极推动资源要素向农村配置，协调推进城镇化和新农村建设，切实尊重农民合法权益和首创精神，稳步推进城乡体制机制创新。

Thinking on the Route of Promoting the Urban-rural Integration Development Accordingly During the 12th Five-Year Plan

【Abstract】The 12th five-year plan is a crucial period of China's realization of the historic breakthrough of urban-rural integration. Along with the significantly enhancing on the correlative degree between urban and rural development, we should strength the linkage of urban-rural reform, and establish the new relationship between city and town, industry and agriculture, which is the key point to balance urban-rural development and the important breach in forming the new patterns of the urban-rural integration development. Moreover, we should fully understand the connotation of the linkage of urban-rural reform, make top-level design and overall programming, break path-dependence on formal institutional evolvement, allocate more resource elements to rural development, seek coordinated advance of urbanization and new countryside construction, respect and uphold the legitimate rights and interests and pioneering spirit of farmers, promote a steady process of urban-rural system and mechanism innovation.

城市公共经济研究的规划意义

【摘 要】城市规划作为一项重要的政府职能，在目标取向和研究取向上与城市公共经济研究有着高度的一致性。论文分析了当前城市公共资源开发中存在的问题，然后论述了城市化战略与城市公共经济研究的重要性，最后从城市公共经济学角度探讨了城市规划在维护城市公共利益方面的重要内容。

关于“大城市连绵区”相关概念的探讨

摘 要： 重点从语词使用、概念属性、范围界定等3个方面对“大城市连绵区”及相关概念进行了分析和讨论。基于国家战略考虑，建议规范两类通用概念，即国际视野的“大城市连绵区”和国家视野的“城镇密集区”。大城市连绵区的范围界定宜采用周一星关于都市连绵区的界定标准，城镇密集区的范围界定应结合相关研究成果进行修订。

Exploring the Concepts of Megalopolis

ABSTRACT: This paper is to discuss the concept of Megalopolis and the alternative ones in terms of their phraseology, attribute and range. Considering the national view, the common concept should be summed up as two types: One is “Megalopolis”, in terms of a international view; the other is Town-cluster, in terms of a national view. The criterion of Megalopolis is preferable to use the concept of the “MIR” defined by Prof. Zhou Yi-xing, and the definition of Town-cluster should be emended based on subsistent researches.

住房与交通综合可支付性指数的设计与应用：以北京为例

【摘要】城市空间结构的理论及实证研究表明，城市土地利用与交通系统之间存在着密切的互动关系。在空间上，居民所负担的住房成本和交通成本通常呈现此消彼长的关系。因此，单纯考虑“住房成本占收入的比重”不能全面衡量居住区位选择所引致的成本。为了更全面和精细的评价居民对于住房成本和交通成本的综合支付能力及其空间分布特征，设计了住房与交通综合可支付性指数，以北京为例计算得到了北京市城八区区块层面的指数数值，并结合目前北京住房市场和交通体系的实际情况对指数值进行分析，挖掘其背后的经济和政策含义。

Affordability Index for Transportation and Housing：An Application in Beijing

ABSTRACT：Urban spatial structure theories indicate that urban land use and transportation are closely interacted. Transportation cost and housing cost induced by residential location choice are highly correlated. Therefore, the traditional housing affordability indicators cannot sufficiently reveal the location-specific cost burden for households. This paper designs a new affordability index for transportation and housing, and estimates this index for 64 zones in Beijing. The policy implications of this new index are also discussed.
